The House of Fiscal Wisdom (HFW) is an independent, non-partisan platform that brings together leaders, experts, and communities from around the world to address deep-rooted problems in the global financial and fiscal system. 

HFW was born from years of frustration with a global fiscal and financial system that is both outdated and unjust. For decades, decisions about trade, taxation, debt, and investment have been made in spaces dominated by a handful of powerful actors, often without the meaningful participation of those most affected. This imbalance has allowed tax bases to be eroded, debt burdens to grow unsustainably, and global wealth to concentrate in ways that fuel inequality and social unrest. At the same time, climate change, digital transformation, and shifting geopolitical dynamics are reshaping the global economy faster than existing institutions can adapt. HFW was created to break this cycle, to be a platform where evidence, diverse perspectives, and bold thinking converge to design fairer, more resilient systems for financing development.

HFW conducts research, convenes dialogues, and proposes policy reforms on key global fiscal and finance issues. Our Global Commission on Financing Development serves as a central body that gathers evidence, listens to diverse voices, and makes recommendations for systemic change. We also run thematic working groups on climate finance, digitalisation, and Islamic finance, each producing in-depth analysis to guide global and national policy.

The heart of HFW is its Global Commission on Financing Development, which operates very differently from most international commissions. Instead of producing reports in isolation and releasing them to a narrow audience, our Commission is designed as a living, participatory process. It brings together fiscal decision-makers, diplomats, private sector leaders, civil society, scholars, youth, and marginalised voices not as “consulted stakeholders” but as equal participants in shaping the Commission’s agenda and outputs.

Unlike many commissions that are time-bound or reactive, ours is continuous and iterative. It is supported by three working groups: on climate finance, the impacts of digitalisation, and Islamic finance principles which generate evidence and analysis year-round. This means the Commission’s recommendations are always grounded in current realities, tested through dialogue across sectors, and ready to feed directly into ongoing global negotiations. 

In short, what makes HFW unique is that its Commission is not a one-off exercise or an expert club; it is a permanent platform for co-creating the fiscal and financial rules needed for a fairer world.
